CURRICULUM VITAE:

Special Services Division, Morris County Probation Department, 2/74-2/85:

This was a pilot program, initiated in Morris County, and which served as a model for Essex County and several other counties in New Jersey. It began as a means of diverting less serious juvenile offenses from the Court. In 1974, the Service was expanded to include all non-dissolution proceedings in the Juvenile and Domestic Relations Court (subsequently Family Court). I was selected as the first full-time Family Intake Officer in Morris County. This position included the processing of all non-dissolution complaints for support, custody and visitation. I was responsible for scheduling consent conferences, preparing consent orders for the Court’s review, writing summaries for the Court in cases which were not resolved, processing of URESA (now UIFSA) interstate support complaints. Duties also included some juvenile pre-judicial conferences. With the advent of the Domestic Violence Act, responsibilities were expanded to include the processing of all Domestic Violence complaints, preparation of calendars, attendance at hearings, conferencing of cases as directed by the Court, distribution of orders to police, municipal courts, referrals for counseling, etc. For the most part, this was a one-man operation, which has since evolved into an entire unit within the Family Division. Many of the guidelines which became part of Family Intake were initiated during my time in that position. During that time, I was called upon by the Administrative Office of the Courts to take part in the training of new employees, particularly in the area of processing complaints and conducting consent conferences for the Family Court.

Coordinator, Family Mediation Service, Superior Court, Morris County, 2/85-6/05:

I have been totally responsible for the operation of this program, which includes the mediation of contested custody/parenting time issues for the Family Court. Referrals are made in pending divorces, post judgment cases and non-dissolution matters. Responsibilities include mediation, coordination of calendars with Case Management staff, preparation and distribution of parenting time agreements and total responsibility for the Parents’ Education Program During my tenure in this position, more than 2,700 mediation referrals have been made, with successful resolution in approximately 70% of these matters. A positive working relationship has been established with the Family Court Judges, the matrimonial bar and Morris County agencies. The presentation of the Parents’ Education Program began in 1990, substantially in advance of the Parents’ Education Act of 1999, which mandated the presentation of the program in all New Jersey counties. I was a member of the Parents Education Committee which was formed to create uniform procedures to be included in the Parent Education Manual, which was approved in January of 2004. I have been a guest speaker for the Inns of Court and a panelist for other matrimonial bar meetings, a panelist for an ICLE presentation, and have been a presenter on several occasions to classes at the County College of Morris.
